Planning process

Typical capital projects will progress through four phases as they prepare to seek Capital Council endorsement before being considered for Regent approval.

Detailed timeline

Step 1

Identify needs at the unit level

Executive Officer (EO) and unit identify needs at the unit level

  • Follow existing processes to identify and prioritize capital needs at a unit level (e.g., Michigan Medicine, Provost, Student Life, etc.).

If prioritized by EO, unit conducts project study to determine if project will meet needs

  • Unit and other stakeholders identify funding source(s) to support project needsstudy may be iterative to align scope with funding targets.
  • Unit works with AEC or EVPCFO’s Office to determine project schedule.
Step 2

Assess project against key criteria

Capital Council Working Group assesses project along key criteria

  • Major capital projects are evaluated against transparent and data-driven criteria including alignment with Vision 2034 Impact Areas and Commitments to ensure concurrence with the university’s mission, vision, and values.
Step 3

Work with units to refine project evaluations

Capital Council Working Group works with units to refine project evaluations 

  • Project assessments will be refined through collaborative and fact-informed dialogue between key stakeholders and the Capital Council Working Group.
  • Quarterly meetings with major university divisions are held by the Capital Planning team as touchpoints for communication.
Step 4

Review project in Capital Council

Capital Council reviews project

  • Leverage qualitative and quantitative metrics to ensure that projects up for endorsement embed Vision 2034 Impact Areas and Vision 2034 Commitments.
Step 5

Begin the project

Project commences after Regent approval

  • Follow existing processes to complete capital projects.
